Shaun Thomas

Shaun Thomas is the Managing Director of Demers, Prasol & Thomas Inc., where he leads the firm’s strategic advocacy efforts, representing clients across a broad spectrum of policy areas before New Hampshire’s legislature, executive branch, and regulatory agencies. Shaun is known for his ability to build strong relationships with key decision-makers and craft impactful strategies that advance clients’ interests. Prior to joining Demers, Prasol & Thomas, Shaun served as Tax Policy Counsel at the New Hampshire Department of Revenue Administration, where he advised the Governor’s Office and state legislature on tax proposals, policy development, and the financial implications of new legislation. He also played a key role as Assistant Director for Policy & Disbursements at the Governor’s Office for Emergency Relief and Recovery, overseeing the swift and efficient distribution of CARES Act funding to New Hampshire businesses during the COVID-19 crisis.

With his deep understanding of both legislative processes and executive operations, Shaun is highly skilled at navigating complex policy issues and driving effective solutions for his clients. His background in public service, combined with his legal and strategic expertise, allows him to deliver timely insights and actionable advice. Shaun holds a J.D. from Suffolk University Law School and a B.A. in Economics from Boston College.
